On 10.01.2023, the list of states whose diplomatic heads (officials, employees, family members) are not fingerprinted and photographed in the Russian Federation on the basis of the principle of reciprocity has been changed. The list is established by Order of the Ministry of Foreign Affairs of the Russian Federation No. 23817 dated 29.11.2021.

Please note that this List does not refer to Clause 18 of Article 5 of Federal Law No. 115-ФЗ dated 25.07.2002 “On the Legal Status of Foreign Citizens in the Russian Federation”, which also provides for mandatory medical examination, while Clauses 21 and 22 of Article 5 of this Law establish that the List of Foreign States shall be approved by the Ministry of Foreign Affairs of the Russian Federation, and in this case, exceptions to the general rule of mandatory medical examination of such persons are also possible on the basis of the principle of reciprocity.

Currently, the List includes the following countries:

1) in relation to the heads of diplomatic missions and consulates of foreign states in the Russian Federation, members of diplomatic staff, consular officers, holders of diplomatic passports who entered the Russian Federation in connection with the performance of official duties of officials of these foreign states, and family members of these persons:

  • Austria
  • Bahrain
  • Benin
  • Guinea
  • Cameroon
  • Cote d’Ivoire
  • Mauritania
  • Peru
  • Senegal
  • Singapore
  • Slovakia
  • Sierra Leone
  • Tanzania
  • Togo
  • Uganda
  • South Sudan.

2) in relation to members of administrative and technical personnel of diplomatic missions and consulates of foreign states in the Russian Federation, employees and members of administrative and technical personnel of military attachate offices, trade missions and other representative offices of state authorities of foreign states, holders of official (including special, official and other passports recognized by the Russian Federation in this capacity) passports who entered the Russian Federation in connection with the performance of official duties of officials of these foreign states, and as well as family members of these persons:
