In 2023, there were significant changes in legislation regarding the maintenance of military registration. This applies to all employers who are legal entities.

All companies are obliged to keep military records, regardless of the number of employees on their payroll. Whereas in the past organizations could afford not to keep military records because the amount of fines was low and inspections were infrequent, now, when deciding whether to keep such records, it is necessary to take into account the legal acts that have been adopted and are currently under consideration.

The Government of the Russian Federation approved amendments to the rules of military registration

  • from of 14.04.2023, the deadline for submitting information to the military enlistment office on employees subject to military service was changed from 14 to 5 days;
  • from 01.10.2023, fines for violations in the field of military registration are significantly increased (see below);
  • from 01.01.2024 the age limit for a number of military ranks will change (transitional period from 01.01.2024 and until 01.01.2028).

Also, the State Duma has introduced a bill establishing fines for concluding an employment contract with a person liable for military duty or with a conscript who has not submitted documents of military registration (from 10 thousand rubles to 20 thousand rubles for officials, from 5 thousand rubles to 10 thousand rubles for private entrepreneurs, from 50 thousand rubles to 100 thousand rubles for legal entities).
