What to do next:

Within 45 calendar days of being included in the registry, submit an application to the FSB to initiate cooperation (Decree of the Government of the Russian Federation No. 1318 of August 29, 2025 “On the Approval of the Rules for Interaction Between Freight Forwarders and Authorized State Bodies Engaged in Operational-Investigative Activities or Ensuring the Security of the Russian Federation”). If information about the freight forwarder was already in the registry prior to March 1, 2026, the period begins on March 1, 2026.

Wait for the FSB to designate an authorized unit

  • Timeframe: within 30 business days from the date the application is registered with the FSB.
  • Basis: Paragraph 5 of Rules No. 1318.

Develop and approve an action plan for the implementation of software and hardware solutions

  • Deadline: The plan must be developed within 3 months from the date the application is registered with the FSB.
  • Basis: Paragraph 7 of Rules No. 1318.
  • Important: The plan is prepared in 3 copies (for the freight forwarder, the FSB, and Rostransnadzor).
  • Standard requirements for the plan are established by the Ministry of Transport in conjunction with the FSB (clause 9 of Rules No. 1318).

Install, connect, and operate software and hardware in accordance with the plan

  • Deadline: as specified in the action plan (including the commissioning date).
  • Basis: Paragraph 6 of Rules No. 1318.
  • Important: The technical specifications for connection are established by the head of the authorized FSB unit and include requirements for communication lines and connection points.

Sign the acceptance certificate for software and hardware

  • Deadline: after the installation and connection work has been completed, within the timeframe specified in the plan.
  • Basis: Paragraph 11 of Rules No. 1318.

Ensure measures are in place to prevent the disclosure of information regarding cooperation with the FSB

  • Duration: Ongoing, from the start of cooperation.
  • What needs to be done:
    • Do not disclose the organizational and tactical methods of the Operational-Reconnaissance Unit (ORU);
    • Do not disclose specific facts or the content of the cooperation to third parties;
    • prevent unauthorized access by outsiders to software and hardware;
    • ensure the confidentiality of installation, connection, and operation work.
  • Basis: Clause 13 of Rules No. 1318.

Ensure that software and hardware are located exclusively within the territory of the Russian Federation

  • Duration: Ongoing, effective from the date of commissioning.
  • Basis: Paragraph 14 of Rules No. 1318.

Next phase: September 1, 2026

  • Mandatory transition to electronic transport documents (ETDs): waybills, purchase orders, instructions to freight forwarders, and freight forwarder and warehouse receipts
  • Integration of accounting systems with the ETD GIS

It is recommended to begin the transition now—this will help “break in” the technology and avoid glitches.
