The plan will become effective on 30.03.2024 and includes 40 different activities. For example, by December 2024 it is planned to develop a methodology for calculating the need (for the medium and long term) of the health care system in medicines for all age categories and apply it quarterly, and by January 2025 a mechanism for traceability of raw materials used for the production of medicines should be created.

The Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Education and Science, the Ministry of Health and the Ministry of Economic Development have been tasked to analyze the adequacy of existing tax incentives encouraging the development, research and activities aimed at creating production of new drugs.

It is also planned that in April 2025 Russian products from the list of strategically important medicines will receive priority in state and municipal procurement. For this purpose, manufacturers will need to ensure that all stages of their production are carried out in Russia or the Eurasian Economic Union.
