On January 1, 2026, the new All-Russian Classifier of Occupations and Positions OK 016-2025 will come into force, replacing the OK 016-94 classifier, which will cease to be valid.
Similar to the previous version, the new classifier also contains a list of blue-collar professions and white-collar positions, but it also includes new positions that were not included in the previous classifier.
The classifier is used in the administration of labor relations, statistical accounting, in the field of migration when hiring foreign workers and issuing them permits to work in the Russian Federation, and for other purposes.
The amount will change and new state fees will be introduced in the field of migration for foreign citizens:

It is planned that the amendments to Article 333.28 of the Tax Code of the Russian Federation will come into force on September 1, 2025, but not earlier than one month from the date of publication of the law.
