From June 28, 2025 it is possible to receive the registration certificate of NUTS RK (EDS keys) only in person and subject to biometric identification.

In case of unsuccessful biometric identification or absence of the beneficiary’s photo image in the state database of individuals, the beneficiary applies for EDS keys on his/her personal computer, after which he/she applies to the Center of Registration (CON (NAO SC “Corporation for Citizens”) or a foreign institution (list on the website pki.gov.kz) for face-to-face identification and its confirmation.

Electronic digital signature (EDS) is equal to handwritten signature and has the same legal force. Transfer of EDS to third parties, as well as its use by outsiders is considered a violation of the legislation of the Republic of Kazakhstan and may entail administrative responsibility.

Cancellation of the power of attorney and mandatory biometric identification when obtaining EDS keys are regulated by the order of the Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan from June 4, 2025 № 212/NK “On Amendments to the order of November 26, 2015 № 115/NK ”Rules of issuance, storage, withdrawal of registration certificates and confirmation of the belonging and validity of the public key of electronic digital signature by the root certification center of the Republic of Kazakhstan, the certification center of state bodies and national authorities”.

Application of biometric identification and abolition of the need for powers of attorney when obtaining EDS significantly reduces the probability of unauthorized persons obtaining keys. This contributes to the strengthening of information security and provides more effective control over the process of EDS issuance.
