On July 9, 2025, Presidential Decree No. 467 “On the State Information Resource ‘Digital Profile of a Foreign Citizen’” came into force, supplementing the provisions reflected in Resolution of the Government of the Russian Federation No. 1510 of November 7, 2024 “On conducting an experiment to test the rules and conditions for the entry into and exit from the Russian Federation of foreign citizens and stateless persons” (see our article on this: Experiment to test the rules and conditions for the entry into and exit from the Russian Federation of foreign citizens in 2024–2026. Digital profile of a foreign citizen ).

The decree specifies the data that will be included in the digital profile of a foreign citizen. This is information concerning all foreigners entering Russia, leaving Russia, staying/residing in the Russian Federation, in particular, about (on) /from:

  • migration registration in the Russian Federation;
  • applications for entry into and stay (residence) in the Russian Federation;
  • crossing the state border of the Russian Federation at border crossing points;
  • representatives of foreign diplomatic and consular corps accredited in the Russian Federation;
  • administrative liability for committing administrative offenses on the territory of the Russian Federation;
  • the existence of current restrictions on entry into the Russian Federation;
  • land, water, and air vehicles, self-propelled machines, and other types of equipment belonging to foreign citizens, their right to operate the specified vehicles, self-propelled machines, and other types of equipment;
  • the right to operate a small vessel subject to state registration in the register of small vessels;
  • real estate owned by foreign citizens, from the Unified State Register of Real Estate;
  • assigned subscriber numbers;
  • SNILS;
  • account in the unified identification and authentication system (ESIA/Gosuslugi);
  • unified federal information register containing information about the population of the Russian Federation
    employment status;
  • presence (absence) of debt in the amount of the negative balance of the unified tax account;
  • successful (unsuccessful) completion of a Russian language proficiency test when enrolling in educational programs of primary general, basic general, and secondary general education;
  • admission of foreigners who have successfully passed the Russian language proficiency test to general education institutions implementing educational programs of primary general, basic general, and secondary general education;
  • enrollment in higher education institutions;
  • availability of education documents;
  • availability of certificates of proficiency in Russian, knowledge of Russian history and the basics of Russian legislation at a level corresponding to the purpose of obtaining a temporary residence permit or permanent residence permit, work permit or patent;
  • availability of a personal medical record book;
  • presence (absence) of diseases that pose a danger to others;
  • presence of a voluntary medical insurance contract (policy);
  • visa coupon;
  • presence of a compulsory medical insurance policy.

The list is closed. Information constituting state secrets is not processed.

By June 30, 2026, the Russian Ministry of Internal Affairs must ensure the creation of the above-mentioned state information resource.

The digital profile of a foreign citizen is formed as part of the state information system for migration registration (GIS MU) based on the information and telecommunications infrastructure of the Russian Ministry of Internal Affairs. The operator of the resource is the Russian Ministry of Internal Affairs.

Thus, automated control and a unified database on each foreigner and their documents will be introduced, which will be accessible to government agencies and foreign citizens. The information will be uploaded to the system in electronic form by both government agencies and the foreign citizens themselves through the Unified Portal of Public Services. It is expected that this will facilitate accounting and control in the field of migration, as well as allow foreign citizens to use electronic services in this area more extensively.
