May 12, 2025 was published the Order of the Ministry of Internal Affairs of Russia from 04.04.2025 № 200 “On the establishment of a special procedure for sending citizens appeals in the form of an electronic document and sending responses to appeals received in the form of an electronic document, notifications in the system of the Ministry of Internal Affairs of the Russian Federation” (Registered 12.05.2025 No. 82102), which significantly narrows the circle of citizens and legal entities planning to submit an electronic appeal via the official website of the Ministry of Internal Affairs of Russia or the official websites of bodies, organizations, subdivisions of the Ministry of Internal Affairs of Russia, the addresses of which are posted on the website of the Ministry of Internal Affairs of Russia.

In particular, a special procedure for sending electronic appeals is established:

1. Submitting an appeal using the official website of the Ministry of Internal Affairs of Russia and the websites of its subdivisions and bodies/organizations is carried out only if you have a confirmed account on the “Gosusgosluzhby” portal with an e-mail address, the domain name of which is in the Russian domain zone, i.e. in particular: .RU, .RF, .SU.

This excludes the submission of an electronic application without registration on the “Gosusgoservices” portal, as well as in the presence of e-mail on other domain names, such as .fi, .cn, .ae, .us and the like. The use of the international national domain name system .com, is also not provided for by the order.

At the same time, sending written requests remains possible as before. In this case, the best way to confirm the sending remains the use of Russian mail.

2. Responses to appeals shall be signed by the head (chief) of the relevant body/organization/division of the Ministry of Internal Affairs of Russia or an official authorized by him/her.

3. Responses are sent to the e-mail address specified in such an appeal. Exceptions: may be sent in writing to the postal addresses specified in the appeal in order to ensure the safety of citizens and by decision of the head of the relevant body/organization/division of the Ministry of Internal Affairs of Russia or an official authorized by him/her.
