The amendments introduced by Federal Law No. 122-FZ of April 14, 2023, will enter into force on April 25, 2023.

In accordance with the amendments to the Administrative Offenses Code of the Russian Federation, the statute of limitations for bringing administrative liability is calculated from the day the offense was committed.

Previously, this position was reflected in Resolution No. 19-P of the Constitutional Court of the Russian Federation dated May 17, 2022.

The amendments do not affect ongoing violations, the statute of limitations for which will continue to be calculated from the day of discovery.

The general 2-month and 3-month time limits will be replaced with calendar days – 60 and 90 respectively.

A number of provisions of the Administrative Offenses Code of the Russian Federation will be prohibited from being applied when calculating the statute of limitations for bringing liability, including the period starts the day after the date or event that determines the start of the period, and if the end of the period calculated in days falls on a non-working day, the last day of the period is considered to be the first working day following it.
