From November 11, 2022 the Order of the Ministry of Internal Affairs of Russia from 12.10.2022 N 750 “On approval of the forms of decisions on annulment of temporary residence permit in the Russian Federation, temporary residence permit in the Russian Federation for the purpose of education and residence permit in the Russian Federation and procedures for their adoption” comes into force: Document.

This document updates the relevant procedures and forms for the revocation of residence permits, residence permits for education and residence permits.

With regard to the revocation of a residence permit for education, the document is valid from 01.01.2023.

As it was established earlier, before making decisions on the annulment of the above documents, the MIA will carry out verification activities to confirm the grounds for annulment.

The Migration Division will prepare and issue a notice of document revocation to the foreign citizen:

– at a personal reception or

– send the notice in the form of an electronic document using public information and telecommunications networks, including the Internet, including the unified portal “Gosudservices” (if the foreign national has a confirmed account in the unified identification and authentication system), or

– by mail.

When the corresponding mark is made in the document, the migration department of the territorial body of the Ministry of Internal Affairs of Russia will familiarize the foreign citizen with the rights and obligations arising for such a foreigner in connection with the annulment of the relevant document.

The orders do not provide for the possibility to learn about the annulment of the above documents by anyone other than directly by the foreign citizen himself.

Order of the Ministry of Internal Affairs of Russia dated 25.11.2019 N 877 (rev. dated 28.05.2021) “On Approval of the Forms of Decisions on Cancellation of Temporary Residence Permit in the Russian Federation and Residence Permit in the Russian Federation and the Procedure for their Adoption” shall cease to be in force as of 10.11.22.
