From 29.09.2023 comes into force the Order of the Ministry of Labor of Russia from 17.08.2023 N 672n “On Amendments to Annexes N 1 – 3 to the Order of the Ministry of Labor and Social Protection of the Russian Federation from December 12, 2022. N 777n “On the distribution of quotas for the subjects of the Russian Federation approved by the Government of the Russian Federation for 2023 for the issuance of foreign nationals arriving in the Russian Federation on the basis of a visa, work permits and invitations to enter the Russian Federation for the purpose of labor activity”

, which changes the distribution of quotas approved for 2023 for the issuance of foreign nationals arriving in Russia on the basis of a visa, work permits and invitations to enter the Russian Federation for the purpose of labor activity. This affects in general the possibility of foreign citizens from visa countries to obtain work permits and invitations: if the quota in a certain constituent entity of the Russian Federation is exhausted for 2023, it will be impossible to obtain these documents.

The number of RNRs and invitations has increased in the Central, Southern, Volga, Urals, and Siberian Federal Districts and decreased in the Northwestern and Far Eastern Federal Districts.

For example, distribution by constituent entities of the Russian Federation for 2023 of the quota for the issuance of RNR:

  • Central Federal District – 28435 (was 28322) pcs.
  • North-Western Federal District – 15136 (was 25365) pcs.
  • Petersburg – 3,545 (was 3,450) pcs.
  • Leningrad Oblast – 8599 (was 18927) pcs.
  • Pskov Oblast – 1555 (was 1553) pcs.

Distribution by constituent entities of the Russian Federation for 2023 of the quota for the issuance of RNR by professional qualification groups, eg:

  • Central Federal District – 28435 (was 28322) pcs.
  • North-Western Federal District – 15136 (was 25365) pcs.
  • Leningrad Region – 8,599 (was 18,907) pcs, the changes affected the number of quotas for certain positions.
  • Petersburg city – 3,545 (was 3,012) pcs, the changes affected the number of quotas for certain positions.

Distribution by constituent entities of the Russian Federation for 2023 of the quota for issuing invitations to enter the Russian Federation for the purpose of labor activity, eg:

  • Central Federal District – 28435 (was 28322) pcs.
  • North-Western Federal District – 15136 (was 25365) pcs.
  • Leningrad Region – 8599 (was 18927) pcs.
  • Petersburg – 3,545 (was 3,450) pcs.

The quota reserve for the Russian Federation as a whole was increased to 20,565 (was 10,355) pcs.
