Permissible share of foreign labor force for 2024

For 2024, the Government has approved the permissible proportion of foreign workers who may work for Russian employers.

Information on this is given in the Government Decree No. 1511 dated 16.09.2023. The general quotas in the Russian Federation for different types of activities remained unchanged. Changes in the permissible share of foreign workers affected only certain regions.

The share size determines the maximum number of foreign workers from the total number of employees of an employer in a particular field of activity. Types of activities in which the share of foreign workers is limited are given in accordance with OKVED OK 029-2014 (KDES ed. 2). Therefore, if you have foreign workers, it is worth paying attention and bringing the number of foreign workers into compliance with the new requirements by the end of 2023.
