The Government of the Russian Federation has submitted a draft law to the State Duma in order to simplify and accelerate the issuance of a number of licenses for the production and circulation (except retail sale) of ethyl alcohol, alcoholic and alcohol-containing products.

It is planned to amend Federal Law No. 171-FZ of November 22, 1995.

According to the draft law, applications for licenses will be accepted only through the unified State automated information system or the Unified Portal for State and Municipal Services. The current procedure provides for the possibility of submitting them, including on paper.

Currently, the decision to issue a license for the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products or to refuse its issuance is made within 30 calendar days, and this period may be doubled in case of the need for additional expertise.

At the same time, 12 documents must be submitted to the licensing authority in order to obtain an alcohol license.

According to the draft law, the decision-making period for issuing a license will be up to 20 working days from the date of registration of documents submitted by the applicant for the relevant license, if the application is sent in the form of an electronic document.

Rosalkogoltabakcontrol will be able to extend the decision-making period in some cases, but not more than 10 working days.

The number of documents that applicants will need to submit to the licensing authority will be reduced.

For example, to obtain a license for the retail sale of alcoholic beverages (except for the retail sale of alcoholic beverages carried out on the basis of a license for the production, storage, supply and retail sale of manufactured wine products), 6 documents will be required.

To obtain a license for one of the activities related to the production of ethyl alcohol, alcoholic and alcohol-containing products, 4 documents will be required:

  • application for a license with the necessary information;
  • documents confirming the availability of its own testing laboratory and (or) an engaged testing laboratory;
  • document confirming that the organization has paid authorized capital in the required amount;
  • calculation of the production capacity of the main technological equipment for the production of ethyl alcohol or alcoholic beverages for each type of product applied for, drawn up in accordance with the procedure and in the form established by the federal body for control and supervision.

To obtain a license for the production, storage and supply of produced wine, recognized agricultural producers of IE will need only 3 documents:

  • application for the issuance of a license specifying the required information;
  • document confirming the availability of their own testing laboratory and (or) an engaged testing laboratory;
  • documents confirming the status of an agricultural commodity producer (for individual entrepreneurs).
