С 1 сентября 2025 г. незначительно изменились форма уведомления о заключении трудового договора или гражданско-правового договора на выполнение работ (оказание услуг) с иностранным гражданином (лицом без гражданства) и порядок его подачи.
As of September 1, 2025, the form for notifying the authorities about the conclusion of an employment contract or a civil contract for work or services with a foreign national (or stateless person), as well as the procedure for submitting it, has been slightly updated.
The changes were introduced by Order No. 552 of the Ministry of Internal Affairs of Russia dated August 6, 2025, which amends Appendices No. 7 and No. 9 to Order No. 536 of July 30, 2020. These updates are related to recent amendments to Federal Law No. 115-FZ “On the Legal Status of Foreign Nationals in the Russian Federation” (dated July 25, 2002), particularly regarding the ability to work under a patent in two Russian regions. The updates also align with the existing option for Highly Qualified Specialists (HQS) to obtain work permits for two or more regions.
The new notification form must now be used for all employees, regardless of their immigration documents or status.
It is important not to use the old form when submitting notifications to the Ministry of Internal Affairs, as doing so may lead to administrative penalties.
