A new list of medical organizations authorized to issue medical documents for foreign nationals undergoing medical examinations has been approved in St. Petersburg.
Government Decree of St. Petersburg dated February 8, 2022 No. 77 has been replaced by Government Decree of St. Petersburg dated December 10, 2025 No. 961 “On Approval of the List of Medical Organizations Authorized to Conduct, within the Territory of St. Petersburg, Medical Examinations of Foreign Nationals and Stateless Persons for the Presence or Absence of Drug or Psychotropic Substance Use without a Doctor’s Prescription or New Potentially Dangerous Psychoactive Substances, Infectious Diseases Posing a Threat to Public Health as Provided for by the List Approved by the Federal Executive Authority Authorized by the Government of the Russian Federation, and the Disease Caused by the Human Immunodeficiency Virus (HIV Infection).” (Document)
The new list has significantly reduced the number of medical institutions: previously there were 53, while the current list includes only 19 institutions and clinics, with the reduction mainly affecting private clinics.
If a foreign national undergoes a medical examination at a clinic not included in the new list, the Ministry of Internal Affairs (MIA) will not accept such medical documents from the effective date of the changes.
The changes take effect on December 15, 2025.
