New rules for registering immigrants will be introduced in Kazakhstan on July 1, 2026

According to the new Rules (Order of the Minister of Internal Affairs of the Republic of Kazakhstan No. 923 dated November 17, 2025), immigrants arriving in Kazakhstan from countries with a visa-free regime for a stay of up to 90 days are required to register online with the internal affairs authorities of the Republic of Kazakhstan no later than 30 calendar days from the date of crossing the border.

To register, immigrants enter their details into the migration police information system (hereinafter referred to as the MPIS): surname, first name, patronymic (if any), date of birth, passport details, details of the person providing accommodation (residence), and temporary address (residence). After entering the data, the host (property owner) receives a notification in the mobile application and confirms their consent or refuses registration.

After confirmation, a registration certificate is generated in the immigrant’s personal account in the IS MP.

Registration may be refused in cases of providing inaccurate data, violation of the terms of stay, refusal of the host (property owner) to confirm registration at the declared address.

When changing their place of residence, immigrants are required to register at their new address within five working days. Removal from the previous address is carried out automatically. Registration is permitted in residential buildings, apartments, dormitories, hotels, holiday homes, sanatoriums, as well as in buildings and premises intended for residential use.

The possibility of introducing provisions on administrative liability for violating the established procedure for registering foreigners into the Code of Administrative Offenses of the Republic of Kazakhstan is also being considered.

Thus, migration control is being strengthened, and digital tools are being introduced to track the number, purpose, legality, and duration of foreign citizens’ stay in the country.
