Russia | What is included in digital profile of a foreign national as of June 30, 2026

Effective June 30, 2026, the “Digital Profile of a Foreign Citizen” will be launched—Russian Federation Government Resolution No. 735 of June 12, 2026, will take effect, approving the following:

• the scope of information provided by government agencies and organizations for inclusion in the state information resource “Digital Profile of a Foreign Citizen”;
• the rules for creating and maintaining said resource;
• the rules for accessing the information contained therein.

This document was adopted pursuant to Decree No. 467 of the President of the Russian Federation dated July 9, 2025.

Deadlines for data entry: Information will be submitted to the database as the information systems of the relevant agencies become ready, but no later than December 1, 2026.

In fact, the digital profile will contain all information about foreign nationals that is held by government agencies or provided by the foreign nationals themselves.

What information will be included in the profile (examples):

The full list of information can be found in the text of the Resolution. A total of 14 federal executive agencies, state extrabudgetary funds, and other organizations are involved in developing the resource. Responsibility for the quality and completeness of the data provided to the state information resource rests with the information providers.

The creation of a digital profile is a systematic step toward the full digitization of migration and registration processes. For foreign citizens, this means:

• Simplifying access to government services—many certificates and documents will be automatically retrieved from the user’s profile, which will reduce application processing times and eliminate the need to submit duplicate documents in person.
• Increased transparency of legal status—foreign nationals will be able to quickly check what information about them is recorded in the GIS and correct it as needed (for example, when changing their address, passport, or place of employment).
• Strengthened government oversight—all information is consolidated into a single database, which enhances the effectiveness of immigration oversight. It is important for foreign nationals to update their information in a timely manner (notify authorities of changes in residence or employment, and apply for or renew documents) to avoid discrepancies that could result in administrative consequences.

Legal advice: It is advisable to verify the accuracy of all personal data listed in your documents (passport, migration card, arrival notification, employment contract, mandatory health insurance policy, etc.), as this information will be uploaded to your digital profile. Any discrepancies may lead to difficulties in accessing government services and obtaining or renewing permits.

Thus, the digital profile becomes a key element of a foreign citizen’s legal status in Russia—simultaneously simplifying procedures and raising the standards for the accuracy of information.
