Starting September 1, 2026, certain Ministry of Internal Affairs notification forms regarding foreign nationals will change [1], as well as a request to bring in highly qualified specialists (HQS).
Order No. 290 of the Russian Ministry of Internal Affairs, dated May 12, 2026, has already been issued, but its validity is limited to September 1, 2032. You can check whether the required form is still valid in the order.
Specifically, the following have been changed:
- An application by a foreign national to be engaged as a foreign contractor (applicable for applications submitted on or after September 1, 2026). The form for an application by an employer or client for the engagement of a foreign contractor has not changed, as it is approved by a separate document;
- Notification of the employment of a foreign national by an organization providing employment services to foreign nationals in the Russian Federation (applicable to employment beginning on September 1, 2026);
- Notification of the fulfillment by employers/clients of work (services) of their obligations to pay wages (compensation) to a foreign citizen – VKS (effective as of the third quarter of 2026);
- Notification of the conclusion of an employment contract or a civil law contract for the performance of work (provision of services) with a foreign national (applicable to contracts concluded on or after September 1, 2026);
- Notice of Termination (Cancellation) of an Employment Contract or a Civil Law Contract for the Performance of Work (Provision of Services) with a Foreign National (Applicable to contract terminations effective September 1, 2026).
In addition, new procedures for completing and submitting each form to the Ministry of Internal Affairs have been adopted, and these must be followed to avoid errors and inaccuracies during the application process.
Among the new requirements is an additional form for a foreign national’s indefinite consent to the processing of their personal data, which must be attached to the relevant notifications. Thus, the foreign national will be directly involved in the process of filing notifications regarding the conclusion or termination of a contract, as well as quarterly notifications of wages for foreign workers.
The changes to the forms themselves and the procedure for filling them out are not significant; however, using the old forms after September 1, 2026, will constitute an administrative offense. Please note that failure to notify the authorities or a violation of the established procedure or form for notifying the conclusion or termination of a contract, or for submitting quarterly salary notifications to the Federal Tax Service, may result in an administrative fine of up to 1 million rubles for legal entities.
