Changes to legislation on freight forwarding activities

On September 1, 2025, Federal Law No. 140-FZ dated June 7, 2025, will come into force, amending Federal Law No. 87-FZ dated June 30, 2003, “On Freight Forwarding Activities.”

Among other things, from September 1, 2025, freight forwarders will be required to store information in the Russian Federation about freight forwarding contracts concluded, the parties to these contracts, the persons involved in the performance of these contracts, the properties of cargo, the facts of receipt, processing, loading, storage, unloading, transfer, and delivery of cargo, routes, types of transport used for their carriage, and other information stored in the information systems used in the provision of freight forwarding services for a period of three years from the date of completion of the contracts.

Freight forwarders will be required to provide this information upon request by authorized state bodies engaged in operational-search activities or ensuring the security of the Russian Federation.

The transfer of information containing customers’ personal data outside the territory of the Russian Federation is not permitted, except in the case of the transfer of personal data of customers who are parties to a freight forwarding contract for the provision of international freight transportation services, if the transfer of such information is permitted by international treaties and the Law on Personal Data.
