The National Bank of the Republic of Kazakhstan has approved the rules of operation for the anti-fraud center, which is a center for the exchange of data on payment transactions with signs of fraud (Resolution of the Board of the National Bank of the Republic of Kazakhstan No. 54 dated August 25, 2025).
The rules define the center’s operating procedures, the creation and maintenance of databases on suspicious transactions, interaction with banks, payment organizations, criminal prosecution authorities, national security and law enforcement agencies to prevent illegal transactions related to drugs, pyramid schemes, and online casinos, the procedure and terms for refusing and suspending operations on suspicious payment transactions, the procedure for providing a limited list of financial or payment services in the event of a customer being included in the databases, as well as the procedure for refunding money to customers who have suffered from fraudulent operations.
From January 3, 2026, the anti-fraud center will be integrated with the database of identification codes of cellular subscriber devices and (or) the databases of cellular operators to confirm the registered subscriber number for the subscriber and obtain information about the owners, including surname, first name, and patronymic (if any), and individual identification number. When calls with signs of fraud or fraudulent activity are detected, operators will notify the anti-fraud center and suspend services for the relevant numbers, including GSM gateways (SIM boxes) and IP telephony.
In addition, the anti-fraud center will provide organizations, upon request, with information on the status of a customer’s location in Kazakhstan, using data from national security agencies’ databases.
The anti-fraud center was created to combat fraudulent payment transactions and enables financial institutions to identify and block fraudulent transactions in a timely manner. It provides rapid response to transactions with signs of fraud and real-time data exchange between its participants.
Participants in the anti-fraud center:
- financial institutions, payment institutions;
- mobile network operators;
- criminal prosecution authorities;
- national security authorities;
- law enforcement agencies;
- the National Bank of the Republic of Kazakhstan;
- the authorized body for the regulation, control, and supervision of the financial market and financial institutions.
